Create a SIBA .DAT File From Your Guest List
Why hosts need this
If you host paying guests in Portugal, every foreign guest has to be reported to SIBA — the Sistema de Informação de Boletins de Alojamento — within three working days of check-in. That includes EU nationals and children.
SIBA gives you three ways to submit: manual entry in the portal, a SIBA web service integration, or a file upload in .DAT format. The upload route is the fastest if you have more than a couple of guests at a time — but SIBA’s own documentation assumes the file is produced by front-office software you probably don’t have. Hand-building it is unforgiving: fixed record types, pipe-terminated fields, AAAAMMDD dates, uppercase-only name characters, and ICAO country codes with no substitutes accepted.
This tool builds that file for you. Enter your establishment details once, add one entry per guest in the stay, and download a .DAT ready to upload at siba.ssi.gov.pt. Everything runs locally in your browser — no guest data is uploaded anywhere, and nothing is stored.
Check this first. SIBA locks you to the submission mode you chose when you registered your property. If you registered for manual entry, uploading a file will fail with “O método de envio selecionado no momento do registo não lhe permite efetuar esta operação”. To switch to file upload, email siba@sef.pt and ask for the change before you generate anything.
